Paul,
One of the world ionosonde sites is listed for Eglin Air Force Base.   That 
would be possible you are hearing them on 40m.  Of course, their antennas 
are supposed to be optimized for transmitting straight up, but a lot of 
sites use crossed inverted Vees, and thus do not have a true NVIS transmit 
signal.
