The change may have been around the time they updated the 425 to have the
QSK-PTT/VOX switch on the front. That is the one I have and it has the
plastic spacers. I don't know what kind of plastic.

I have seen Titan 425 amplifiers both with and without plastic spacers
between the plates of the loading capacitor. I have already searched the
archives and not found very much info on this. When did Ten-Tec Start
putting the plastic sheets in there? What kind of plastic is it? I guess
polyethylene or polypropylene?
