[TenTec] ALC Question

I am trying to grasp the relationship between the ALC control and the drive
control on my Corsair II.

In particular, I like to operate QRP.  If I adjust the drive for 5 watts
output, the ALC control is at about 2/3 full rotation when it .  The
operator's manual leaves a lot to be desired in which is done first, ALC or
drive adjustment.  All that it says is that any change in ALC requires a
change in the drive setting.

What is the proper sequence for adjusting the ALC and DRIVE controls for
various output powers?
