You are right, of course. If you want to work 17 meters, you'll need a different rig. As it is, there are many bands on the Omni-C that I don't use so I don't feel cheated.

I made a lot of contacts on the Omni C/external VFO/original Hercules
combo before realizing 17 meters was an issue. Never got a warning
notice and don't want to risk one. The Omni V and Jupiter have smaller
footprints, too, because of the dual VFOs.
