Are you talking about the noise limiter or noise reduction (NR) or notch?
I'm confused.

Yes NR seems to work differently, but I've found it to be quite effective,
at least on the II.  The notch is definitely different, seeming to be
somewhere outside the AGC loop (SURELY not!).
