Palstar tuners are the best tuners currently
manufactured on the commercial market. The 1500cv is a
T compared to your previous L's. When you compare the
two on your windom, which by design stays relatively
low in swr range for multi-band use, you might not see
the difference or advantage. Have you tried comparing
the two on any Hi-Z loads? Or low Z loads? Maybe you
would see a bit more of a difference. Have no
experience with the T type myself. Currently use a
Johnson Matchbox or another homebrew Kilowatt link
coupled balanced design I have. It's faster, I think,
to just go too my cheat sheet numbers, hit the tune
button on the Omni, and operate, than it is to tune
up an "L" anew each time. I'm able to get a 1:1 swr
anywhere, on any band, with no baluns and the lowest
loss possible from a tuner on my 140 foot dipole, 600
ohm open wire feed. Next time maybe try the Palstar
1500 Balanced tuner! 73s

I have been messing around with tuners. I currently
have a 238a and have owned a couple 238 (old style) as well.

I think I am spoiled and really did not know it. The
238a has been a great tuner and I have no complaints. I guess its a little bland looking, but thats not really its job is it?

Anyway, I got an itch and bought a new Palstar
1500CV.

I use these on a Carolina Windom. The 238 is broad
and easy to find a match. The Palstar is a fair amount of work and although I can find a perfect match, it only comes after lots of tweaking between the input and output caps and roller inductor. You definitly need a cheat sheet with the Palstar.

At first I could not understand why the Palstar had
a turns counter/reduction on the caps, but I know know its so sensitive you would not be able to tune it otherwise.

So the question is...

What makes a good tuner? I have heard people talk
about "Q" when it comes to tuners.

I am sure the ability to easily tune and find a
match is one thing, but does that really mean that its a great tuner?

Right now, I from a tuning standpoint the Ten-Tec
wins hands down ! But is that all I should consider?
