Don, My solution was to READ THE MANUAL WHEN ALL ELSE FAILS. I needed tp put the radio into the flash upgrade mode by holding in the USER 2 button while powering up. I finally located a 'How to' document I downloaded someimt ago from the Orion upgrade page. Hence I was fully red faced.
