A good thoughtful post,

I'd have to say though, the black listing like this in business goes on 
frequently,

Recently,  Dallas city went to Ford Motor company to purchase a large number 
of new Crown Victorias for their police force,  Ford, politely refused the 
significant order,  The reason given was that the City of Dallas was suing 
Ford over the Gas tank explosion possibility of the car and making huge 
headlines condemning Ford for their lack of safety standards.  In Ford 
Motor's view, there can never be a 100% safe vehicle to prevent a gasoline 
fire in a high speed rear end collision.

This was not 'unethical' in the business world,  just common sense.
