Keep the vertical oriented dipole as far away from the stucco wall with
wire, say five feet at least and try it.

Or, temporarily set up on ground level, and put some metal or screen wire
near it to evaluate the effect of the stucco wall. What is hard to evaluate
or model is how well is the lath wire grounded or bonded to itself?

You might be able to pierce the stucco at points near the ground, and see if
you have ohm meter continuity along the wall from metal lath to next panel
of metal lath.
