Glad you found the source and hopefully a cooperative neighbor.
Reminds me of a post several weeks (months) ago where a source
was found to be one of those battery operated kid's motorized cars.
When the battery charger was hooked up, WHAMO...bigtime noise.

Just now I located the sputtering, drifting, frying noise!! My Panasonic
all band portable receiver let me straight to a neighbor's house a block
away. Inside was a damned "power chair" plugged in, charging. His grand
daughter unplugged it and everything went quiet. Heavenly quiet. This is
the second power chair I have tracked down in the neighborhood. The
first one got cured after the guy had hip surgery and no longer needed
it.
This one belongs to a friend and he will charge it now during times I'm
not operating (hopefully). He said he will also contact the chair's
factory about it.
