[TenTec] Ten Tec Net

Can we clear up the Ten Tec Net times/fq once and for all.  There seems to be 
3-4 versions of when the net will commence. Does the net originate in the 
east or west. I'm in Los Angeles and obviously we are 3 hrs behind the east 
coasters.
Any help is appreciated.
