HC-4 ... yech ... :-)

If you're actually clipping, even with MIC set to a low value, then you 
might need to adjust the gain of the mic preamp.  Roughly behind 
the mic connector on the underside of the radio there is small hole.  
And inside that hole there is a plain old pot adjustment for gain.  You 
might try adjusting that.
