Hi Ed, the S4 to S5 noise level is not normal in a Scout.   How clean is
your DC source?  I take it you have operated on differing power supplies in
testing, since you experienced it mobile.

Check the various grounding lugs nuts on the chassis.

Also, be advised the noise blanker is suited mainly for impulse noise like
spark plugs, and not a "white" type noise.
