True but the net stays on local time. That is it DOES adjust for daylight
savings time. I would think that the rationale is that if UTC was used the
time would have to be changed twice.

It would be much easier to specify 2200 UTC, since most of us use UTC in our
shacks and one doesn't have to worry about time zones.
