Phil,

Those are the values the counter is initialized with for the various
bands.   This means no frequency is getting to the counter at all.
You could have a mixer stage not running.  The OMNI C is single
conversion.  A different crystal and the PTO are mixed for each band to
produce the 9 MHz IF.
