Hi Will:
Classic symptoms needing a PTO rebuild. The rebuild kits are cheap,
and while it is somewhat detail oriented, it is not at all hard to
do it well. The grease is probably very old and gummy or maybe your
bearings are binding or something. Fixable, no big deal.
