One shouldn't necessarily have to have a computer or have to turn the
computer on in order to operate (and enjoy) the radio.
However....
B) Provide a computer interface and software to provide a scope like
display for adjusting
(1) mic gain--the few times I've ever used it;
(2) Speech Processor;
(3); audio parameters (LP, NR, zero beat!, etc.).
