Yes, that is exactly what it means. For FCC licensees, U.S. citizenship is
required for the licensee to use the FCC license (a) to operate in Canada
under the bilateral convention; (b) to operate in South/Central America
under the IARP; and (3) anywhere under CEPT.  Even FCC licensees who are
U.S. permanent residents are unable to use an FCC license in another
country under any of these agreements.

This is not new, it has always been so.  But as I said this morning, these
limitations are not widely understood in our community.
