Doesn't self-spotting via the internet also count as "arranging" of contacts
during a contest by use of non-amateur radio means? Seems like the word
"arranging" should be removed also. That said, that change still wouldn't
address the disparity to the small station that doesn't have internet
access, but it would help the rules read more consistently.

I've been over these looking for inconsistencies, and yes, this is
inconsistent with self spotting being allowed. The word soliciting should
be removed from the language there.
The text of PROH 3. across all HF based ARRL contests should read:
PROH.3. Arranging and confirmation of any contacts during or after the
contest by use of any non-amateur radio means. All required elements of a
contact must be exchanged via amateur radio.
This will be standardized across al lHF based contest rules within the next
several days.
