IZ3EYZ was the same gentleman who operated remote illegally using a US station 
but not being a US licensed operator.  He used the US station callsign.  The 
scores were ultimately disqualified in the WRTC qualifying competition although 
I don't think the actual scores for the contests were changed.  It was a US 
call area win but not more than that.
He then went on to get a US callsign - KO1A - so that would no longer be an 
issue for that item, but it was after the contests in question.
For this CEPT discussion, it's a different set of rules.  And if operating as 
FS/KO1A was illegal because it should have been FS/IZ3EYZ then the operation 
should be DQ'd from the contest.
Whether it was unintentional or not, you don't let a clear violation win a 
contest and ignore that it was wrong.
