Cort,
That signal is MSK144 meteor scatter mode that's part of WSJT-X. I have seen
that signal for weeks now whenever the band opens to that part of the country.
It decodes as: "VV N4WLO EM50", over and over again.
The grid EM50 would put it in the New Orleans area.
For whatever reason they are running it more as a beacon vs. actually trying to
make a QSO.
