It's not in the same category as please copy (and yes, I have heard that on cw
too : )), but at least for me having TEST first is better. When tuning the band
you often come across a "CQ", "TU", or "TEST" just slightly out of your
passband, or just hear the key clicks. These signals can be identified much
easier than a callsign. If one of these is first, I still have time to tune in
the signal and get the callsign. If TEST is last I do not, and have to wait for
another CQ cycle. So it wastes time (both for me and the station cqing).
If you don't tune and only click on spots this doesn't matter.
Putting TEST last seems to be a European practice- in this WPX it was 90%
effective at identifying a EU signal :) Maybe someone from there can explain
why.

If not, and they actually called CQ, do you wait for them to work whoever
does call them and call when they are ready for another one? If you do
call I guess you risk causing QRM to the guy you thought you were calling
as he tries to copy the guy who he was calling.
