Beyond just Region 1 restrictions on 1800 - 1810 there are also plenty of
country specific restrictions on allowed 160M frequencies - JAs come to mind.
It's the transmitting station's responsibility to do so legally. Not the
receiving stations responsibility to sort it out.

Easy: The person who operated beyond the limits of her/his license
has ALL the fault.
As has been mentioned here, how am I supposed to know that the station
in another country does not have some special permission to go below
1810 for the contest?
