Here is a suggestion based on what I know about propagation :
NA #1 - 2 teams - W1/W2 - Maybe separate this into two regions. One for
W1 and the other for W2
NA #2 - 1 team - Canada - VE1-VE3, VO1/2, VY2, FP
NA #3 - 1 Team - WV, VA and NC and W3 (remove one team from current rules)
NA #4 - 1 Team - W8 (OH/MI only), W9, KY, TN
NA #5 - 1 Team - SC, GA, FL, AL
NA #6 - 1 Team - W5 - (TX, LA, AR and MS only)
NA #7 - 1 Team -WA, OR, ID, WY, UT and MT
NA #8 - 1 Team - VE4-VE8, VY1 and KL7
NA #9 - 1 Team - W6, UT, AZ, NV
NA #10 - 1 Team - CO, NM (from W5), NE,ND
NA #11 (New region) - 1 Team - MO, MN, IA, KS, SD

adjustments you can to improve your capabilities and your set realistic

in the wrong game.

It is up to the organizers, but in the past, this only meant that all
single band scores were compared to the all band scores. Not that a
single band entry could win and get the full qualifying points unless
their score was higher than the top all band entry.
It is possible in a contest like WPX for a single band entry to have a
higher score than the all band entries. In this case, it makes sense
that the single band entry would get the full qualifying points. But,
in most cases, it will be the all band score that sets the standard.
Regardless of the past, you are correct that the rules as written do
not specify this clearly.

A station with a decent antenna for any single band, can quite easily
reach
Full Score in 12 contests, while the very skilled SO2R All Band
operator,
quite easily can end up not on full score in some of the contests,
due to
much higher competition, with the result that the Single Band guy can
grab
that TL ticket quite easily.
Or Bill, do we both miss something in the “small text” of the
rules?
