This is an exact quote from page NIST 25 of the proposed FY2019 NIST budget:

Note the title -- this is NIST's proposal based on the White House
budget proposal, which was quite stingy in certain areas, including
science. BUT -- CONGRESS passes the budget, NOT the President, and they
have their own priorities which are not as stingy.
I suggest that before going off half cocked on this that someone look at
what CONGRESS has in their budget resolution!
