Pete, there is no logic. I believe there are at least 3 schools of thought,
though:
1- The constant caller isn't paying attention to what the DX is saying (or
sending), they're only listening for their callsign.
2- The constant caller can't really hear the DX; they're just hoping
propagation will magically improve if the DX calls them.
3- The constant caller hopes the DX ignores whoever (s)he is trying to work
in favor of them.
