Hello Mats,
I'm sorry to say that unless you're a Mexican national that operation in
amateur radio contests is prohibited while in Mexico per COFETEL
regulations. I'm not sure if this regulation has changed recently.
You can definitely visit, get a license and operate but just not in a
contest.
