Recently I received a complaint from Konstantin, whose "call" is D1WW,
saying that the RBN did not recognize his call. It turns out there is a
reason - he is in the part of eastern Ukraine that has been illegally
seized by the Russians, and the D1 prefix is not recognized by the ITU.
I assume that he will turn up on the bands and maybe in contests this
fall, so I thought it was worth letting people know in advance. He sent
me a copy of his "license" if anyone wants to see it.
