[CQ-Contest] BV/BY vs Crimea: apples and oranges?

BV is on the DXCC list.

I don't think anyone would argue that a ham operating from BV using a BY 
callsign should not be counted as BY.  

And equally, an operation by a ham using a BV callsign from BY should not count 
as BV.

For sure, it's "a mess."
