This lack of activity from Africa has been around for a long time.  QST ran 
a picture of a ham looking at a map of the world and Africa was missing.  I 
think this was from the Mid 1960's.  The caption read "where was Africa." 
and listed W6EPZ.  This was from his soapbox comment he submitted.
For the CQ 160 Contests even if Africa got on stations in NA and EU never 
listened for them.  I remember comments from a 5N0 and a V51/SP.
