That's not how I read it.
Operate any 24 hours. Show your off times in 60 minute increments.
If your QTH/TIME ZONE says you are wasting your time on-air during XXX time
period, use that time period as part of your off time.
If someone elsewhere wants to take a different time period (YYY time period)
off, that's their choice.
The only time "first 24 hours" comes into play is if you operate for more
than 24 hours. Then, only the first 24 hours would count.
But, you can avoid that "first 24 hours" problem by carefully planning your
off-times throughout the 48 hour contest period such that you only operate
24 hours, no more. By doing that, you will have chosen "the best 24 hours
to suit his/her situation and QTH".
I don't think it would be fair, for example, to operate the entire 48 hours
then, at the end of the contest, select the 24 hours of the contest that
produced the best score for you. That seems to be what you are implying in
your posting. The choice of the 24 hour period must be made in real-time,
while the contest is I progress.

What a shame!
The Classic Overlay has been changed from any 24 hours to the first 24
hours. What we have now is a mini-iron butt contest instead of a contest in
which the operator can choose the best 24 hours to suit his/her situation
and QTH. It defeats the purpose of have a 24 hour category - IMHO
