[CQ-Contest] WDC as a multiplier

We had the discussion about Washington DC as a multiplier in December 2012, and 
in August 2012, and before that every year or two.
The proponents (or opponents) can contact the contest sponsors and make their 
case for change.

Let's move on to something else.
