[CQ-Contest] RSGB "Litmus Test" on Contesting Rules

The RSGB appears to be facilitating a discussion around general contest rules 
in RSGB contests. Only open to RSGB members, but looks like a nice way to get 
broader contester input into any potential rule changes.
