Surely it takes at least 3 levels -- someone to make the initial report,
a disinterested local group to investigate, collect evidence and
substantiate or rebut, and contest sponsors ready to act in
substantiated cases. I'm tired of hearing about Henry 8Ks rebadged as
3Ks and other obvious attempts to cheat, but until people are willing to
make specific allegations, and stand behind them, we won't get anywhere.
