I am in favor of this change to rules/definition. Her would be my proposal?
Clubs are defined as 275km circle or the Province/State/Country at the
description of the contest sponsor based on active contest population and
petition of an interested group. The decision of the contest sponsor
whether to allow a larger area based on a political or nationally recognized
boundary to be final.
Simple as that. Comments?
