Yes, the petition may not be the best idea.
We are currently discusing to send a letter of intention to the organizers
signed by the members of all the clubs around the world that are impacted by
the limitations of this rule.
My personal opinion is simple: remove the limit completely. Though the rule
says club must be local not National Organizations, the spirit of the rule
means National Organizations like the ARRL, DARC, URE, etc.
But for example, why in heaven a YCCC member that had to move to the West
Coast and has been sumbmitting his scores for 20 years to the club where he
started as a contester cannot submit now his score because he now lives in
Malibu?? Makes no sense.
The situation is even worse in countries like Brazil, Chile, Mexico,
Argentina, Australia, Asiatic URSS and many others, because that situation
is not the exception, it's actually the rule: Just a few members spreaded
over really vast territories.
This idea has been rolling since 2000 when we first asked about it in
Slovenia during the WRTC, before our group LUCG started to engourage its
members to submit their scores to our group. We received a wink to start
doing so, but on the other hand we now believe it is a topic that needs to
be formalized.
