That is pretty confusing. It seems they are saying in the one that
they are only inviting people to work each other on WARC bands by sked
and not by calling CQ Contest on the WARC bands. That may or may not
result in minimal traffic on the WARC bands. But it is a very bad idea
as it could start a precedent for contesting on these bands. I'd
rather see them completely off-limits.
