Compromise might not have been the best word, maybe accommodate would be
better. Do the Encom people rely on the WARC bands much? They should.
That should be figured into their plans, as they wouldn't have to contend
with contest QRM. Do they have access to several modes, like CW, RTTY,
other digital modes, in addition to SSB? They should, as most of those
modes work better than SSB under marginal conditions.
I agree with Hans and others, emergencies involving the loss of life and
property should always take priority over contests and other non-life
threatening activites, but I also agree that reality and "should" don't
always mesh. That is why looking for non-contest occupied places to operate
would be a good plan for the encom people.

Utopia is lovely.
Unfortunately reality is here, and reality says that no matter how
many times you tell people to QRX, some people simply will not listen.
So you come to a reasonable compromise, where emergency comms can have
their frequencies clear without as much QRM from contesters, or anyone
else for that matter.
This is one of the reasons why having mode restrictions in the US is
still a good thing.
One of the reasons for lobbying for the 60m band as well was to have a
nice regional band for emergency comms.
So your choice, either you yell at people to behave, or find a way to
work within the system.
