[CQ-Contest] bug in universal/writelog score posting

If you are using the universal score posting app and not seeing your score
in the results try selecting a different band entry on the class and then
set it back to 'all'.

Right now I am seeing scores from oz5e and oe3k getting rejected because the
data doesn't have the bands category.
