        Interesting discussion but one rule change could obviate most if not 
all Skimmer/Packet/Internet problems.  Institute a QSY rule as in the 
Sprint.  No more frequency wars, no more packet pileups, no more 
cheating by using spots, etc.  May the best OPERATORs win...just as in Sprint.
