I don't read where it says the holder of the call sign has to be present. I
think he just has to take equal responsibility for the operation of the
station.
"When the control operator is a different amateur operator than the station
licensee, both persons are equally responsible for proper operation of the
station."
You would not want to loan your call sign to someone you did not trust or they
could get you in trouble.
