The CQ World Wide DX Contest (both Phone and CW) _does_ have a "Single
Operator Assisted" category for those who use spotting assistance (via
cluster, skimmer, web sites, etc.) The SOA category does not have
separate power distinctions, so if you enter the SOA category, you will
potentially be competing against stations running high power even if you
do not use high power.
See CQWW contest rule III.A.3:
http://www.cqww.com/2009_Rules_cqww.pdf
In general, for contests that do not have single-operator assisted categories
and that do not allow single-operators to use assistance, using the cluster
or a skimmer would place you into a multi-operator category, not SOHP.
