[CQ-Contest] real time scoreboard

The real time scoreboard at http://www.getscores.org will be running for
CQWW SSB, SS CW, SS SSB, CQWW CW. 

Remember to test your loggers early to be sure they upload your score ok.

If you have other contests that you would like to see added to the
scoreboard contact W1VE or me directly.
