I would submit that the 60 minute off-time rule doesn't apply before YOU start the contest, even though the contest has started. I would submit that the 60 minute off-time rule doesn't apply after YOU finish (36 hours max operating time) even though the contest is not finished. The above is premised on the assumption that "off-time = break."
