I think the answer is simple - and you were being far too kind by not
listing the callsign.  As a good friend of mine is known to say: the
best disinfectant for cheaters is sunlight.

And I agree with Randy - email the contest sponsor.  Unsportsmanlike
behavior should not be tolerated - it just pollutes our sport.
