Yes and No!
The ARRL General Rules say "All callsigns and
exchange information must be sent, received,
acknowledged and logged correctly by each station
for a complete QSO". However, the CQWW DX rules
don't mention any obligation to exchange callsigns.
In practice, the only stations to give both
callsigns are those who are running - so it's
a "rule" that is widely ignored.
