This has been solved for some time now. PG4I provides cwdaemon
http://www.qsl.net/pg4i/linux/cwdaemon.html . Runs as root and not in user
space.
Checkout http://luneo.zendurl.com/ for a realtime Linux kernel based on
Ubuntu sources.
