I sent an inquiry to HQ regarding questions I had about "penalties" in the SS
Contests. Below is my original inquiry and the response from Tom Hogerty, KC1J.
I'm not sure I understand the answer to my 3rd question. But at least it
clarifies a few other points of penalty administration for me.

Hello,
Will you please clarify the "Penalty" provisions for the Sweepstakes contest
for me?
1) There are two sections where penalties are listed on the ARRL website:
a) General Rules, Section 7.8, and
b) Disqualifications and Penalties, next to last paragraph.
In the General Rules section it states paper logs will be accessed a 3 QSO
penalty for busted call or exchange. It further states electronic logs will be
accessed a 1 QSO penalty for the same infraction(s).
In the Disqualification and Penalties section, it states logs will be accessed
a 3 QSO penalty with no differentiation between paper and electronic logs.
Which section is correct?

2) When a penalty is accessed for a busted QSO, where are the 1 (or 3) QSO's
removed?
a) the immediate QSO(s) before the bust,
b) the immediate QSO(s) after the bust,
c) or a random selection from the log?
KC1J>>> The actual adjustment in a score due to a penalty is calculated based
on the score generated by the penalized QSO:
Eg. Penalized QSO X Mult = Score X 1 = penalty for electronic submissions or X
3 for paper submissions.
or Penalized QSO X Mult = Score X 3 = penalty for paper submissions.
Other QSOs before or after the dup or bust aren't considered to determine the
penalty.
KC1J>>> Each log is crosschecked against all others so all logs showing busted
calls, duplicates, etc are penalized the same.

3) How will the following log situation be handled by the HQ scoring software:
a) Stations A & B make a SS contact.
b) Station A logs everything correct
c) Station B logs a busted call.
d) Later in the contest Station B finds A and tries to work him again
What happens in this scenario:
Station A & B rework each other and they both log everything correct.
Station A now has a dupe in his log.
Station B now has a busted call (first contact) and a good contact
I expect Station A will not be accessed any penalties.
But will Station B be assessed a penalty for the first busted QSO?
Thanks in advance for your answers to these questions. It will help me (and
several others) know how to handle DUPE situations and what penalties are
REALLY accessed!
