The above includes a question and an answer in the same time, intentionally 
or not. I mean an answer to the question, how the lower Phone band edge can 
be enforced. The CQ WW rules require an operator's declaration that he has 
really used QRPp. A simple declaration can be requested for the subband 
edge, as well. For example, entrants could be only eligible for any kind of 
prize/award only if they officially declare in their log (the soapbox line 
is large enough) that they did not use any freq below 7040 (IARU Reg 1 Phone 
band plan) or so. Then, most of contemporary contest loggers indicate a 
precise freq for every QSO in the log...
So, it's possible, and it's not difficult. The only question is a 
willingness to so by contest sponsors.
