I remember that a dozen years ago there was a welcome QSO party on 17. I worked Dave K6LL and several W6's. I do not remember what the exchange was just name and State as I recall. There was agreat uproar over this so the sponsors did not try it again. I think the IARU has it in their band plans that there is to be no contests on 30, 17, or 12. Some don't even like the idea of DXCC there.
